Noretta Chloe Howard, born 24 Oct 1891, was the daughter of Edwin Lee and Nancy Jane (Blake) Howard, residents of Triadelphia District, at the time of the 1900 Census of Ohio County, West Virginia.

Chloe married E. L. Armbrecht, M. D. on 10 Jan 1933. She died 27 May 1986 and is buried in the Mt View Cemetery, Dallas, Marshall County, West Virginia. Her sister-in-law was Blanche Mae Spencer Howard, also an R.N.
