Berkshire, of Monongahela county, Va., who presided at the circuit courts in Wheeling from the fall term of 1861 till the spring of 1863, is a gentleman of superior literary and legal attainments. He was after his retirement from the circuit bench elevated to a place on the court of appeals of West Virginia. He resumed the practice in the above named county, and is widely known as an accomplished gentleman and an able lawyer. (Linda Fluharty)
