Born on July 11, 1948, in Marshall County, West Virginia, Willard Floyd ("Bud") Prochaska was the son of Wilbert F. Prochaska and Nancy M. Davis.

A death record for an infant daughter of Wilbert and Nancy Prochaska indicates that Nancy Zelvie Prochaska's baby carriage caught fire when she was two months old. She sustained severe burns from which she died in March 1947. She was interred at Greenlawn Cemetery, Moundsville. At that time, the family lived at Water Street, Moundsville.

Willard Floyd Prochaska was born the following year, and at some point, the family moved to Vienna, Virginia.
