Born on November 30, 1935, in Marshall County, West Virginia, Tedd was the son of Walter Thomas Lewis (1907-1975) and Mildred F. Rogerson (1910-1948). Mildred is buried at Fairview Cemetery, Marshall County. Walter Thomas Lewis was a son of Edgar Malcolm Lewis (1859-1939) and Marie McClune (1869-1963). Mrs. McClune was named West Virginia "Mother of the Year" in 1955.

At the time of the 1940 Federal Census of Marshall County, Walter S. Lewis, a clerk in a steel office, and his wife, Mildred, lived in Moundsville with their 4-year old son, Tedd. Walter's mother, Marie, his brother, Donald, and an aunt, Charlotte Naomi Lee, are also listed.
